Council Meeting Minutes



May 14, 2007


 

I.       Call to order at 6:36 p.m.  All present except Tom, Russ, and Jan.  Guests; Ken Cutting, Cynthia

   

II.    Julie moved to approve April, 2007 minutes. Tarael seconded.  Passed with clarifications.

 

III.  President's Report:  Diana presented a flyer titled “Puna Transportation Public Outreach”, listing times and places of meetings about transportation issues.  Also discussed possibly engaging Sheldon to teach a class on Roberts Rules.

    

IV. Secretary's Report:  none

 

V.    Treasurer's Report: none.

 

VI. Committee Reports:  A. Stephanie moved to dissolve all committees until there's a need to have them.  Mark seconded.  Did not pass. 

B.  Emergency Response:  Ken reported that Rick had an accident, which was why he was absent from the previous three meetings. Also much discussion of radios.  Jerome is the central operator.

C.  Community Watch:  Patrice described her group of community watchers.  Ken mentioned a recent rash of dog beatings and poisonings. 75-yr.-old woman attacked, B Rd.

D.  Planning and Parks:  Julie no report.  Stephanie noted good turnout at the Hawaii 2050 meeting about sustainability.

E.  Volunteer Fire Dept.:  Ken: We have a new loaner truck. Letter concerning new truck has been stalled.  Sheldon objects.  Julie moved to rescind the letter.  Mark seconded.  Passed.

           F. Maintenance:  John moved we pay im $30/mo. as rubbish can monitor.  Tarael seconded.          Passed. 

            G.  Newsletter: Folding session scheduled for Thursday this week.

           H. Elections, Bylaws, Charter:  Russ absent.

            I.  Signs: Sandy absent.

            J.  Social: Mark suggested combining a “Games Day” with the annual membership meeting in July.

            K.  Junk cars: Patrice is still working on a laminated map for identifying junk car locations.

L.  Landowner Relations:  no report

M.  Website: no report

           N. Coquis:  Sprayers are available.

            O.  Transportation:   Current planning ideas:  Weekend bus service to the Seaview;  Early a. m. bus from Volcano to Hilo by the end of this year.  No plans for park & rides for Upper Puna.  No plans for 4-wheel drive buses for Hawaiian Acres. No plans for bus service in any Upper Puna subdivisions.  This may all change.  Please attend the Public Outreach meetings if interested.

 

VII. Unfinished Business:  A. Julie moved to appoint John to examine cesspool installation bids and decide which one to accept.  Tarael seconded.  Passed.

 B. Alarm contract bids reviewed. Phil moved to accept Russ' proposal.  John seconded. Passed.

C.  Lot Development Bochure is still in process.

 

VIII. New Business: John discussed the idea of newspaper distribution at the community center.  No action taken.
