Council Meeting Minutes

April 15, 2007



  1. Call to order at 2:00 p. m. All present except Phil. Guests: David Mantree, Lori Loftin, Matt Thomas.

  2. Julie moved to approve the March meeting minutes. Tarael seconded. Passed with corrections: Patrice said four CBs, not two, and Salazars are in compliance; Stephanie suggested it would be nice to have Alma Miller's diary, or excerpts from it, on the website.

  3. Guests' Concerns: A. Patricia Waldren discussed a problem of many pigs on her lot. UH Hilo wants to promote biodeisel by raising palm oil trees. B. David Mantree mentioned someone wants to donate a skateboard ramp and discussed establishing a bike club. John moved to endorse it. Mark seconded. Passed. “Bike-friendly†signs prospect referred to sign committee.

Lori Loftin discussed fund raiser rummage sale for playground equipment. Asked for matching funds. Referred to Planning Committee. Russ: see Area Rep. Playground development is partially dependent on the septic upgrade.

  1. President's Report: A. Nahn's bus-evacuation deadline is extended to Oct. 8. B. PCDP meeting this Thurs. evening at the Keaan Center, 5:30 p. m.. Our letter is on the agenda. C. Thanks for the cleanup March 31.

D. County will come out and spray citric acid for coqui control.

  2. Treasurer's Report: Phil absent. Some committees haven't spent any money yet.

  3. Committee Reports: A. Emergency Response: Rick absent.

B. Planning & Parks. Julie: no news. Stephanie: PCDP report. Need more HA participation. Steering committee meeting 3rd Thurs. every month. Transportation issues. Julie moved to eliminate mass transit liaison position. Mark seconded. Discussion involved description of the position and activities involved. Motion failed. Julie moved to elect liaison seat holder in general membership election. John seconded. Russ: President may appoint. Tom: Position should have job decription. Motion failed. Tarael moved to create transportation committee separate from planning committee. Stephanie seconded. Passed. Tarael nominated Stephanie as Transportation Committee chair. Mark seconded. Passed. Hawaii 2050 “Sustainability†meeting April 28, 9:30 a. m., Hilo High School.

C.Community Watch: No Report.

D. Volunteer Fire Dept.: Brush fire on 4 Rd. Trash burn. Truck broke down. Russ moved to send another letter about a new truck and to continue doing so every three months.. Tarael seconded. Passed. Diana will write it. Back access of Fern Acres may be barricaded again.

E. Maintenance: John discussed the motion sensor lights warranty. Tom suggested calling the distributor.

F. Newsletter: We voted to select out certain articles, of questionable qualification, submitted for the Spring issue.

G. Election: Russ may devise a code on ballots to prevent fraud.

H. Bylaws & Charter: Diana reviewed changes in presentation of proposed amendments in the newsletter.

I. Social: Mark mentioned John's suggestion of Annual Hawaiian Acres Games Day for Memorial Day activity.

J. Signs: Sandy absent. May need more or better signs at entrances.

K. Junk Cars: Patrice still working on laminated map for locating/identifying problems.

L. Website: Tarael volunteered to help anyone needing it.

M. Coqui: Need volunteers to have land sprayed with citric acid. Much discussion of pros and cons of acid vs. lime.

  1. Russ moved to postpone the rest of the agenda to the May meeting and adjourn. Mark seconded. Passed.
