I. Call to order at 7:05 p.m.

  1. All board members present except Joe, Linda, Phil, and Rod.

II. November 14, 2005 minutes approved by Julie, seconded by Diana


III. President's Report - Russ Brauher: A. Community Watch meeting Friday, December 30 at 6:00 p.m. B. Entry lock changed. Get key from Laurie. C. PRCP final draft is out. D. Christmas party cancelled E. Need chairperson for junk car committee. F. Doi/Salazar letter from county says they must clean up neighbors’ lots. G. Draft of FAQs is ready.


IV. Secretary’s Report – John Lehnert: No report.


V. Treasurer's Report – Phil Tait absent 2006 budget reviewed. Some questions about expenses for insurance and community watch. Budget approval deferred until Phil returns.


VI. Committee Reports

  1. Emergency Response - Ken Cutting absent

B. Planning/Parks – Stephanie Bath: 1. Basketball hoop posts will be put up. 2. Picnic table on hold. 3. Need to research and assess pavilion cost and placement. 4. Need letters for or against bus plan. 5. Russ presented comments about the PRCP and recommended everyone read it. 6. Diana reported the Environmental Management Commission discussed the junk car problem.

C. Community Watch meeting of Nov. 25. 1. Discussed Patrice’s home invasion. 2. License plate checking method is being considered. 3. CB radios may be more widely available. 4. Community Watch signs to be made. 5. Next meeting Dec.30, ‘05

D. Volunteer Fire Dept.- Joe absent. No calls. Fire truck may be brought here because of a fireworks party on 8 Rd. Dec. 17.

E. Maintenance: Raingutters need work.

  1. Newsletter – Danny: No report

  2. Elections: Term extension requires charter change.

H. Bylaws

I. Social – Linda absent. Christmas party cancelled. Julie moved to defer party fund to next event. Several members seconded. Passed.

J. Entrance Sign Committee – Sandy absent. 1. Bill McKnight is working on the next rock sign. 2. Russ will write to 1 Rd. landowner for placement position. Ainaloa landowner changed his mind about allowing a sign. 3. Community Bulletin Board not discussed. 4. Signs for trailering of tracked vehicles will be posted 8 Rd and 9 & Ainaloa Blvd.

K. Junk Car Committee – needs a new chair. Stephanie will write to the police chief about frustrations of junk car removal system. Dave volunteered to help.

L Landowner Relations –1. Diana reported one more lot listed, at 2 and C Rds. 2. Ohia Cutting Moratorium not discussed.

M. Website Development Committee—Phil absent. No report.

VII. HARC Relations: Area rep with the most votes is HARC liaison. Devra Reeves is the new president.


VIII. Unfinished Business

Need bidders for driveway/intersection sign survey. Deadline for bids set at Dec. 31.


IX. New Business

  1. Dave concerned about car removal. Trying to get rid of rubbish in an abandoned truck bed. And about a dead pig on the county lot.

  2. FAQ brochure approval deferred pending board members’ review.

  3. County lot proposed as collection area for junk cars.

  4. Russ announced a “reality” show in Puna being considered about lot development from scratch.
